
Meet Frank Garrigan
Frank Garrigan grew up in Overlook, Ralpho Township, just outside Shamokin. He attended Saint Edwards and Saint Stanislaus schools before graduating from Southern Columbia Area. As a teen, he delivered newspapers for the News-Item and worked at Knoebels. He also earned his Eagle Scout rank with Troop 247 in Elysburg.
Frank went on to earn a bachelor’s degree in political science from the University of Pittsburgh and later graduated from the University of Pittsburgh School of Law. During college and law school, he clerked for the Honorable Barry Feudale. Frank passed the Pennsylvania Bar in 1999 and later the Illinois Bar, allowing him to serve for six years with the Chicago Public Schools Inspector General’s Office, where he investigated waste, fraud, abuse, and criminal activity. While in Chicago, Frank married Eileen (Lally) Garrigan, and together they have two sons, Jack and Finn.
In 2006, Frank returned to Shamokin to continue his father’s law practice, focusing primarily on civil litigation, real estate, and business law. As a small-town attorney, he has handled a wide range of cases, meeting the diverse legal needs of his clients.
In addition to his private practice, Frank has served as Solicitor for Northumberland County for 14 years and represented numerous local organizations, including:
- Northumberland County Area Agency on Aging
- Northumberland County Behavioral Health/Intellectual & Developmental Services
- Shamokin Area School District
- Northumberland County Anthracite Outdoor Adventure Area Authority
- Redevelopment Authority of the City of Shamokin
Through these roles, Frank has gained firsthand insight into the challenges facing local municipalities, including the need for blight remediation and the ongoing efforts to drive economic development in the region.
As a judge, Frank Garrigan will be dedicated to ensuring fundamental fairness for all parties, adhering to the law, and improving the efficiency of the courts. He is committed to making sure people who need the courts receive timely decisions without unnecessary delays.
